Shrink the Windows File System

Shrinking the Windows filesystem is a legacy operation and is only needed if cloning with the legacy block-based image format.  The new WIM format capture files and all the information about files, and only copies files.  Unused space is not copied, and the WIM-based image can be restored on any volume that can fit all the files.
